How did stowaway, Daniel Ikehina succeed in hiding in Arik Air's wheel?

A teenage boy, Daniel Ikehina astonished everyone when he sneaked into the wheel of Arik Air, bound for Lagos from Benin. The stowaway was discovered on arrival in Lagos. It was reported that the pilot of the Arik Air flight W3 544 had alerted the control tower that he noticed a boy in the bush prior to take off, about 200-300 meters away from runway 23 and was told that security men were been sent to arrest the teenager.
Passengers alerted the cabin crew on the boy's presence as well on preparatory for take off and the captain informed the control tower again and was informed that the situation was under control and he has been cleared for take-off.

On arrival at the domestic wing of  MMA Lagos, the boy jumped out of the aircraft's wheel and was immediately arrested.
The First Officer confirmed that they had observed it earlier and alerted the control tower which responded that they have sent the patrol team to arrest the boy.  The Captain again reported to the control tower and was informed that the situation was under control and that he had been cleared for take-off.
Federal Airport Authority of Nigeria (FAAN) had this to say on the incident:
"Arik Air acted with impunity by not stopping the aircraft to check when the crew and ground personnel’s attention was drawn to an abnormality on the tarmac. This is arrant display of impunity. The aircraft should not have taxied further, but return to the apron until a proper check is carried out on all parts of the aircraft.  FAAN will not tolerate such impunity henceforth from Arik or any airline. Any violation would be met with applicable sanctions.

There are a lot of questions begging for answers but I wonder what the boy was thinking. Is Lagos his own ''promised land'' or was he running away from something? Then again was there complicity with airport personnel or he knew where to hide from constant observation? FAAN and Arik can trade blames or give explanations all they want but should the boy be arrested? What could make a boy who looks less than 15years risk his own life as a stowaway? The story may have been worse. There is no security in this country.

Arik Air’s Managing Director, Mr Chris Ndulue commented:
“We are worried by the incessant security lapses at our airports.  We are appealing to the management of FAAN to immediately address the problem.”
