How Do You Handle Spousal Or Child Abuse?

 

Sometimes, I get startled from my nap or sleep by shrill cries and the sound of running feet from my neighbour's flat two floors above me. I then wonder if  my neighbour who calls himself a pastor abuses his wife and kids in more ways than I dare to imagine.I wonder if  the abuse is physical or sexual in nature.
I have heard rumours that he beats his wife now and then but I am not sure about this because I have never seen her. I have never seen his kids either and this is difficult for me to make any sense of. Kids usually come downstairs to play soccer, ride their bikes,run around and just get to be kids. But not in this case. Children also attend daycare, kindergaten/nursery and primary school but not in this case.
Women get to shop,go to work,church,etc but not in this case. Women also receive their friends who come visiting but again,not in this case.
I ask myself again,"Is it me or am I getting things mixed up?"
What would you do if you suspect that spousal and or child abuse is going on in your neighbour's flat?
Who do you report the matter to and how do you follow it up especially in a country like Nigeria?
